Israeli Violations in the time of Corona: Halt of work orders target residential and agricultural facilities in Qarawat Bani Husan / Salfit governorate

• Violation: serving handful of Halt of work notices on residential and agricultural facilities.

Description:

The Israeli Occupation forces accompanied by the building and organization officer raided Qarawat Bani Husan village west Salfit in April 26^th 2020, and served halt of work orders on several residential and agricultural facilities on the pretext of building without licenses in C area . The notices are focused in several locations such as: Ar-Ras area, Khallet Al-Qarn and Al-Habayer in the northeast and northwest sides of the village. Noteworthy , the targeted area is close to Revava and Jeva’at Yaer illegal settlement.

According to notices entitled “halt of work and construction orders” the occupation set the 2th of June as the date of the subcommittee session in Beit El military court to decide the fate of the structure.

Reportedly, the targeted facilities is a retaining wall (150m * 1m) built of strengthened concrete constructed by Qarawat Bani Husan municipality, the notices also targeted 9 under construction houses , 3 inhabited houses , and 6 rooms and agricultural facilities , they also targeted 4 water harvesting cisterns with a total area of 80 m². The targeted cisterns were implemented by the Palestinian agricultural development association with the supervision of the Palestinian ministry of agriculture , within “Protecting the Palestinian people’s rights and dignity against violations of human rights and international law” . The project was funded by AVCD through the ACPP , and includes rehabilitating agricultural lands in Qarawat Bani Husan and digging water harvesting cisterns in C area.

Qarawat Bani Husan municipality head Tamer Rayyan told LRC:

“The targeted locations are among the most significant areas in the town , and in light of the current physical expansion crisis, people of the village escape to the targetd areas to build suitable houses for their families. These areas are also known of their fertile soil and provide a job opportunity for number of the town’s farmers. The Israeli occupation refuse to allow expanding Qarawat Bani Husan built up area which is only 490 dunums , while settlers of the nearby “Havat Yaer” settlement continue their land grabs and illegal physical expansion. The occupation authorities also revealed their intention to grab more of the village’s lands , which threatens the chance for normal physical expansion under lack of possibilities.”

About Qarawat Bani Husan:[1]

The village is located 12 km northwest Salfit.

Qarawat Bani Hasan is edged by Biddya village from the west, Sutra from the south ,Deir Istiya from the north and Haris from the east.  Qarawat Bani Hussan has a total population of 5513 people  (2017 PCBS census).

The village has a total area of 9,443 dunums , of which 565 dunums are a built up area.
