Setting up a metal gate in Ras Karkar / Ramallah

Description:

The Israeli occupation forces set up a metal gate on the southern entrance of Ras Karkar north-west Ramallah.

These are one of the Israeli collective punishment policies, obstructing Palestinians’ movement, and make them go longer ways to reach their destinations are violations of international laws and conventions.

Activist Nazeh Fkhaida told LRC reporter:

“ The metal gate closes the town’s solo entrance, along with Aj-Janiyeh’s only route to Ramallah, the towns’ population according to 2017 census is 3252 people- setting up this metal gate will obstruct their ways to schools, colleges and working places.

Noteworthy, the town’s entrance was closed in 2000, the closure continued until 2012 , And now the town is closed again.

15 kilometer north  west of Ramallah, Ras Karkar is surrounded by Deir ‘Ammar (north),  Kafr Ni’ma and Deir Ibziq  (south), Al Jania (east), Bani Harth (west).

Ras Karkar has a population of 1956 people according to statistics conducted by the Palestinian Central Bureau of Statistics in 2017. It has a total area of 5050, 330 of which are a built-up area of the village.

The Israeli occupation devoured more than 32  dunums of the lands of the village for Talmon C colony which was built in 1989. Moreover, bypass number ‘463 took over 295 dunums of the village lands.

According to Oslo Accords, 19% of Ras Karkar is under Area B (PA has full civil and security control) while most of the village lands (81%) is under Area C (Israel maintains full security and administrative control). Here are the area in dunums:

  • Area B (940) dunums
  • Area C (4110) dunums

Legal feedback:

The constringing policy  by the Israel occupation authorities   towards the Palestinian civilians in all West Bank’s governorate including closing roads and obstructing their movement  can only be regarded as a violation of their right in the liberty of movement pledged by all  international conventions  and agreements like:

The  Universal Declaration of Human Rights(1948) article(13) states:

  • Every person has the right of liberty of movement and to choose his place of residence inside the borders of each country.
  • Each person has the right to depart  or to come back  to any country including his country.

The Universal Convention on the Elimination of All Forms of  Racial Discrimination (1965) article 3(5)paragrah2-d

The Universal covenant on civil and political rights (1966) article(12-3)

  • Each person legally has the liberity to move and to select his residence place.
