Israeli Occupation Forces demolish agricultural structure in Halhul city

The Israeli occupation authorities demolished on March 08, 2016 an agricultural structure owned by citizen Abdelkarim Mer'ib in the area of Al-Jumjumeh, north Halhul city.

Mer'ib (70) told Land Research Center that a force from the occupation army accompanied by a dozer arrived at the area where he lives at dawn and encircled a structure he uses for sheep. The troops evacuated the sheep, disconnected electricity off of the structure and embarked on demolishing it.

Mer'ib also said that he requested to evacuate some of the fodder from the structure but the force rejected his request. The demolition occurred on a one ton of fodder and other items. Three baby sheep were found dead under the rubbles as a result. The structure is reported to be a metal slaps barrack of 200m2 in area. It is used for sheep husbandry and accommodates 45 sheep. Mer'ib pointed out that he received a stop-work order on his structure a year ago and that he sought an attorney from Jerusalem to object to the order.

The citizen said that the Israeli Occupation Forces served on February 08, 2016 final stop-work and demolition order on the structure within a seven day deadline. Eventually, the structure got demolished.

It should be marked that the area of Al-Jumjumeh is founded to the north of the bypass road number 60 and nearby a military watchtower established on Palestinian private lands.

About Halhul:

It is 7km north Hebron city and is around 39,000 dunums in area; of which 9000 dunums are the village’s built up area where the rest is planted with grapes, peach and almond trees.

The town is 1050m above sea level and is considered the highest point in the West Bank. It has a total population of 22,413 people (Palestinian Central Bureau of Statistics 2007)

Land Research Center LRC sees that demolitions contradict with and violate all of the International conventions and Humanitarian laws including:

  • Article 17 of the (1948) Universal Declaration of Human Rights stating: “Everyone has the right to own property alone as well as in association with others. No one shall be arbitrarily deprived of his property.”
  • Section ‹G› of article 23 of the (1907) The Hague Conventions asserting: “In addition to the prohibitions provided by special Conventions, it is especially forbidden to destroy or seize the enemy's property, unless such destruction or seizure be imperatively demanded by the necessities of war.”
  • Article 53 of the Geneva Fourth Convention (1948) declaring: “Any destruction by the Occupying Power of real or personal property belonging individually or collectively to private persons, or to the State, or to other public authorities, or to social or cooperative organizations, is prohibited, except where such destruction is rendered absolutely necessary by military operations.”
  • Section 1, Article 11 of the International Covenant on Economic, Social and Cultural Rights (1966): “The States Parties to the present Covenant recognize the right of everyone to an adequate standard of living for himself and his family, including adequate food, clothing and housing, and to the continuous improvement of living conditions. The States Parties will take appropriate steps to ensure the realization of this right, recognizing to this effect the essential importance of international co-operation based on free consent."
